I am writing to you about S.693, (H.R. 1676) the “Palliative Care Hospice Education and Training Act” (“PCHETA”) which, because of its several flaws, will promote a form of palliative care that will harm patients, and create just another layer of federal bureaucracy we don’t need!
Hospice and palliative care are already promoted widely in medical, nursing, and other health care schools. Many nonprofit organizations already promote these. We do not need federalized hospice education! We do not need federalized health care that threatens conscience rights of health care professionals! See:

The form of palliative care and hospice being promoted does not encourage professionals to abide by the Hippocratic Oath to “Do No Harm,” nor does it encourage practitioners to respect the sanctity of human life. Most hospices today follow a secular humanist bioethics that devalues life and actively encourages methods to hasten death through Voluntary Stopping Eating & Drinking (“VSED”), permanent sedation into death, opioid induced death, or a combination of all of these.
This is not the type of end-of-life care the public expects and when these methods are imposed on the unwilling, the elderly and disabled are victimized and sometimes even killed. The danger of opioid-induced and sedative-related deaths are widely publicized but the involvement of hospice in the same is rarely mentioned in the major media.

Assisted-suicide proponents — Compassion & Choices among them — have worked for years to re-define what is accepted medical practice. They have worked to convince the public that “Medical Aid in dying” or “assisted-suicide” is a valid medical intervention! This is contrary to all prior traditional standards of care, medical ethics! Senate Bill 693, PCHETA, is just another attempt to federalize health care bit by bit, tax-payer dollar by dollar.The DOJ and OIG have repeatedly warned about and prosecuted hospice fraud where non-terminal patients are admitted but the government is billed for full service. What happens to those patients? Many are killed when others are found to replace them.
The hospice corporations keep committing millions of dollars of fraud and there are regular reports of questionable deaths within hospice settings. Without an express prohibition in the language of the Bill forbidding the practice of “Medical Aid in Dying,” “Physician Assisted Suicide,” “Sedation into death,” or imposed death of any kind, these practices will be promoted and legalized!
Without an express prohibition about the improper inducement for patients to commit suicide by VSED (stopping eating and drinking), many will be victimized! Many have already suffered! See:

PCHETA does not define what abuses within palliative care or hospice actually are! Without express penalties for abuses within palliative care or hospice settings, the government authorities will have no way to enforce the standards of care and prevent medical murder!
This Bill does not promote excellence in end-of-life care but is a vehicle to legalize deceptive methods of what is called “stealth euthanasia” or undeclared assisted suicide nationwide. Please vote “NO!” on this poorly written Bill!
